Conduct of the census

The ground for holding population census is the decision of the Cabinet of Ministers of Ukraine.

According to the Law of Ukraine "On All-Ukrainian Population Census", to the Census are subject to all the citizens of Ukraine, including those who on a set census date stay abroad, foreigners and stateless persons who at a set census date stay in Ukraine.

The population census is carried out at the place of actual (permanent or temporary) residence, while it may coincide or not coincide with the "legal" place of residence, i.e. with the place where the designated person is registered. The survey does not depend on the availability of an official residential registration of a respondent and its features and the right for living space in this or any other accommodation.

The census is carried out by a specially trained census staff - persons of the temporary registration staff, by interviewing people and filling in the census documents answers obtained from the respondents without their documentary confirmation.

Records in census questionnaires concerning respondents are not subject to dissemination without the respondent’s consent and are used for statistic purposes only in a unified and impersonal form.

Terms and date of the Census determines the Cabinet of Ministers of Ukraine.

International and national experience claims that conduct such a large scale demographic and social survey is desirable during periods of lowest population migration.
