According to paragraph 11 of Chapter VI of the Law of Ukraine "On the All-Ukrainian population census", during the period of martial law in Ukraine and within six months after its termination or cancellation, the population census shall not be conducted.
A population census is defined as a measure which permits in regular time intervals to carry out an official account of the number of the population which lives on a country’s territory as a whole and on all levels of administrative-territorial structure. Data of a census are necessary for forecasting and management of socio-economic development of a country, realization of demographic policy, budget planning and other purposes.

The first all-Ukrainian population census took part in 2001. The next in turn is to provide actual data on the number and composition of the country’s population, its main socio-demographic characteristics.
The UN Statistical Commission adopted recommendations on the conduct of censuses in the world in the year ending in zero or close to it.
The Economic and Social Council of the United Nations in 2015 declared the next round of censuses of population and housing in 2020 (from 2015 to 2024).
The first in the independent Ukraine all-Ukrainian population census conducted as of 5 December 2001.
